“History and Theory of State and Law” Department
History of the department
The department was founded in 2001 year at the S. Toraigyrov Pavlodar State University. The previous name of the department was Jurisprudence department. Jurisprudence department was part of Economics and Law Institute and trained specialists under AA №0000038 license with the right of conducting educational activity in correspondence with the national standard of education of the Republic of Kazakhstan number 3.07.020-021 by profession 021640 Jurisprudence. The conferred qualification was lawyer, the course of training was 5 years.
History and Theory of State and Law Department trains specialists in the specialty 050301 - “Jurisprudence”. The department is a part of History and Law Faculty. The head of the department is associate professor, candidate of law G.B. Akhmedzhanova.
At the beginning of 2003, “Jurisprudence Department” was reorganized into History and Theory of State and Law Department and trained bachelors in the direction 521630 - “Jurisprudence” according to the educational state standard of the Republic of Kazakhstan number 3.07.020-021, and in 2004 it began training bachelors under the license from 04.26.2004 №0000038 in the specialty 050301 - “Jurisprudence” in accord with the educational state standard of Kazakhstan 3.08.020-021. The conferred academic degree is Bachelor of Jurisprudence, the course of training being 4 years.
Specific disciplines are taught by lecturers of history and theory of state and law and also by lecturers of criminology and criminal law department.

She defended the master's thesis on a theme "Legal bases of protection of bowels in Republic Kazakhstan" in dissertational Council 12.00.06 in Kazakh State University after Al Farabi.
She was the Winner of the State award for young talented scientists MES RK in 2000-2002.
A member of editorial magazine boards “Olketany” at the PSU after Toraigyrov. She is a member of republican training-methodical Council, according to specialty “Jurisprudence” in KazSJ university in Astana.
She got the certificate series 9000:2000. Following the results of intrahigh school competition she is “the Best manager of the year”, following the results of 2006 Gulnara Besingazizovna is the Best manager of the year". "The Best senior lecturer of the year" in 2007.
Management of Pavlodar city branch NDP «Nur Otan» it is awarded by the Certificate of honour for active work on policy and program installations realization in "Nur Otan".
Following the results of republican competition she is «the Best teacher in right sphere» for 2008, she was awarded by a medal.
She has more than 35 publications, 3 manuals, the monographs «Court of bies and oath institute in a common law of Kazakhs».
