4 Project Implementation Stages:

– stage one: the 2013 – 2014 academic year;

– stage two: the 2014 – 2015 academic year;

– stage three: the 2015 – 2016 academic year.

 

5 General Objective:

Reforming the system of human resource management at educational institutions and establishment of centers for their management

 

6 Specific Objectives:

- study of the existing organizational and economic mechanisms of human resource management used by higher education organizations;

- establishment of effective organizational and administrative structures in higher education organizations;

- building effective systems of human resources recruitment at higher education organizations;

- carrying out an HR audit;

- selection of specialists for teaching modern HR management systems;

- preparation and implementation of the strategic plan in the field of human resources management;

- establishment of an HR resource center;

- conducting classroom and online training sessions in HR management.

 

7 Project Implementation Progress:

At the first stage of the Project implementation, S. Toraighyrov Pavlodar State University presented information on the functioning of its HR management system to the leading partners. The University prepared and conducted an audit of its HR management system.

 

8 Effectiveness of the Project at the Macro and Micro Levels:

- improvement of the quality of Bachelor's, Master's and Doctoral degree programs;

- intensification of funded research;

- formation of highly qualified human resources;

- creation of complex conditions for strategic development of the credit-based system of education and academic mobility;

- formation of an effective HR management system;

- qualitative improvement of the human capital of the University;

- improvement of the economic stability of the higher education system in the Republic of Kazakhstan;

- laying a fundamental basis for the transition of higher education system in the Republic of Kazakhstan to the principles of autonomy, taking into account global trends in the field of higher education;

- establishment of innovative higher education institutions with a high level of integration of education, science and business.
