On September 1, 1967, the first issue of the university newspaper “Znaniye” was published under the editorship of Leonid Borisovich Vereslavsky. The newspaper consisted of two pages, and was issued in 1000 copies, once a week. From 1972-1992, the editorial office was headed by Tamara Dudoladova.

In 1993, the newspaper ceased its publication, and resumed its activities only in 1999 upon the initiative of the governing bodies of S. Toraighyrov PSU and the Innovative University of Eurasia.

The first edition of the newspaper “Bilik” was published in April 2001 upon the initiative of Rector of the University Yerlan Aryn in the Kazakh and Russian languages.

On February 24, 2003, a press center went live at S. Toraighyrov Pavlodar State University. The press center was named for our countrywoman, the first professional Kazakh journalist, a graduate of the Faculty of Journalism of the Communist Higher Educational Institution, a recipient of the Order of the Red Star, a life partner of a famous Kazakh poet Abu Sarsenbayev, Lyaziza Meshitbaikyzy Sergazin.

On September 20, 2011, a grand opening of the museum exposition dedicated to the L. Sergazina’s work was held at S. Toraighyrov Pavlodar State University. Being a native of Pavlodar Priirtyshye, she was born in 1908 in the family of a prominent religious leader Meshitbai Baba. In 1930, Lyaziza Sergazina entered the Almaty Communist Higher Educational Institution, the Faculty of Journalism, and she became the first of Kazakh women to get a professional journalistic education. During 1933 L. Sergazina had been working in the newspaper “Stalin Zholy” (now Zhetysu), in 1933-45, she had been working in the newspaper “Socialist Kazakhstan” (Yegemen Kazakhstan). In 1950, she moved away for a responsible job in the magazine “Kazakhstan Ayeldery”, where she had been working until retirement age. The problems of the women of the East, upholding of women’s rights in the family and society, the issues of upbringing of the younger generation were the leading themes of her publications.

In 2012, the press center was reorganized into a media center. The structure of the media center includes the center of educational television, the editorial office of the newspaper “Bilik” and the student radio “PGU-FM”.

Now, “Bilik” consists of 12 pages, it is published on a monthly basis with 700 copies in circulation.

The Media center fulfils the following functions:

1. Providing informational support for the activities of the departments, faculties of the University, conducting live broadcasts with the participation of Rector of the S. Toraighyrov PSU, faculty deans, teaching staff members in the Kazakh and Russian languages on regional and national TV channels, such as “Kazakhstan-Pavlodar”, “Irbis”, “SRS-7”, “24.kz”, and “Khabar”;

2. Covering the University’s activities, as well as organizing radio programs and live broadcasts with the participation of governing bodies, deans of faculties, teaching staff members, doctoral, Master’s degree and undergraduate students in the Kazakh and Russian languages on regional and national radio.

3. Publishing articles on the University achievements and outstanding scientists of the University in the national and regional media (newspapers: “Kazakhstanskaya Pravda”, “Yegemen Kazakhstan”, “Zvezda Priirtyshya”, “Obozreniye Nedeli”, “Versiya”, “Saryarka Samaly”; magazines: “Altyn Sapa”, “Delovoy Mir”, “Sovremennoye Obrazovaniye”, “Abituriyent”, “Interesny Pavlodar”, “Forbes KZ”);

4. Publishing information about university events on republican and regional news websites, such as the website of the Ministry of Education and Science of the Republic of Kazakhstan (http://www.edu.gov.kz), the website of the international news agency KAZINFORM (http: //www.inform.kz), and BNEWS.KZ (http://bnews.kz), on the national informational website Baq.kz (http://baq.kz), the website of akimat of Pavlodar region (http://www.pavlodar.gov.kz), the regional informational website Pavlodarnews.kz (http://pavlodarnews.kz), Pavon.kz, shyn.kz, liter.kz, Tengrinews.kz., and forbes.kz. on a regular basis;

5. Publishing editions of the University newspaper “Bilik” (materials are published in the Kazakh and Russian languages) on a regular basis;

6. Providing information about events held at the University on official social media profile pages (Instagram, VKontakte, Odnoklassniki, Moy Mir);

7. Covering the latest news of S. Toraighyrov PSU on the official PSU You Tube channel.
